Rev limiter when stationary??

Just been messing when I pulled over to get out of the car and for whatever reason just gave it a quick blast on the peddle, it won't rev past 3k when stood still. I assume this is by design?

 

I found it odd, wonder if it's just a diesel thing.

 

Odd one! Never come across it before. It's fine when on the move, run it to the red line this morning to make sure
