That's a statement regarding a type of racing where every engine is near enough the same. If they've the same peak power, the one with more low down torque probably will win, if the weight and gearing are identical. Which in the real world they won't be. High revving engines kick ass. It's better when they're not a puddly 2.0 four cylinder though but a 3.0 six or above. 100bhp per litre or more is better when you've a 5 litre.
