250 Megane rs250 61 plate ,can stood for while ,started no problem, drove 40miles with no issu

Hi got a Megane rs mk111 been stood a while ,started no problem, drove 40 miles with no issues,dropped the car off for mot ,garage contacted me it won't start, it shows turn wheel and press start, steering wheel won't move lock is on.Put a new battery on ,if you touch the Positive lead on the battery a couple of times in a couple of seconds then press start all dashboard lights come on and vehicle fires up and runs but steering locked ,but no warnings on dashboard any ideas please regards Steve
