   I'm gonna say no it's no safe, and you might have trouble sealing it, in that the tyre won't inflate.
   
   Doubt that'd pass an MOT test.

   Not safe the way it is but if you get it welded it will be fine

   There's a good chance the wheel isn't straight if it's had a impact good enough to crack it.

   Probably better off buying a decent alloy for the price of the weld.
