The slight lip that has been added in theory might do that yes, but I really doubt it would be noticeable in the real world....in F1 maybe...
I don't know, theoretically these cars can do 160mph and at that kind of speed aerodynamics can really play a part. I'm not saying it'd be noticeable but for reference the whale tail spoiler on the back of a sierra cosworth adds an extra 5mph to its top speed...

You thinking wrong Nobody takes only 0,7 bottle Regulations in Poland are required only two rear stop lights. 3rd light is only addition. I don't think that lack of 3rd light could be problem in England
