   Battery is on its way out, is it better when is been run and the outside air temperature has gone up

   I have 2-3 months I have changed the battery they was 30 procent. Problem not solved

   It's going to be your alternator then, voltage regulator, normally they go high voltage not low, but anything is possible.
   Is that 9 volts at the battery ????, there's nothing to say that your new battery is good, get it checked just to rule that out.
